New barrel on SKS?

I recently picked up a 1953 Tula SKS from a board sponsor.

With the exception of the magazine which appears blued, most of the metal seems to be parkerized. When I took the hand guard off, I noticed what looks like laser etching on the top of the barrel.



Is this a new barrel, or is it refurb'd and just marked like this?

Not a complaint - in fact, I couldn't be happier with the gun: stock fits tight and the gun shoots well.

I'm just curious about the barrel.
 
I've been told these are export marks simply put on because russia has a rule that you cant export milsurps so they mark the barrel like that as hunting and sporting rifles. My 1944 mosin sniper has the same marking
 
The Exporters by marking them like this, in essence make them a "Sporting" or "Hunting" firearm in the eyes of the Russian Gov't as no military surplus firearms are to be sold out of Russia. This is their way around that law.
