One more advise, don't hurry buying reloading setup, do your research first - get a 1K lot of factory ammo with quality brass cases that you can re-use. Win, Fed, Rem, S&B, Geco - are all good cases, just make sure you don't buy ammo with NT on headstamp.
That will be a good start. Then you will need to figure out how much you shoot each month and how much ammo you wanna have on hand at any particular time (1K, 5K, 10K) to feel comfy.
Your location and other factors will make difference. I got all my reloading equipment in US and paid no duties or fees as it was exempt, it depends on how long you are out of Canada too.
If you can find someone who can show you the ropes (and reloads for quite some time) - that would be the best you can do, as you will learn a lot in very little time.
If you've really set your mind to reloading - start looking for components as well, like primers and bullets. Don't buy powder in huge quantities yet, you need to figure out what works for you and your setup. Good powders to start with loading 9mm are Win231 or Hodgdon HP-38 (exact same powder) or TiteGroup - they are easy to measure, have tons of load data.
