I think his closing point is important. Why would gang members seek out legal firearms or legal firearms owners when it much easier to get an illegal one.
In criminology 101, they usually teach that should a criminal want something, they will
1- Buy it (whether legally or not), $$ is usually not much of a concern
2) If they cannot buy it, they will steal it.
3) If they cannot steal it, they will smuggle it
4) If they cannot smuggle it, they will manufacture it.
Seems like there as been a few articles in the past about criminal "renting" firearms out... it would be a simple way for a gang-member without a criminal record to earn some extra $$.
- Something goes wrong, pistol doesn't come back... declare it stolen and deal with the paperwork.
If Mom-Boucher's wife had a firearms license, I think it is safe to assume that anyone can get one.
