under 2000 you are not able to get much choice for non restricted the only black rifle that is non restricted is the benelli mr-1 and that is priced form 1400-1700 depending where you shop bu there are lots of options for ar-15s for under 2k.
Well if that's the situation, I'd be tempted to go for one of the Norc Ar's or NEA Ar's (when they come out), and spend the other $1000 on optics, magazines and ammo. You should easily be able to manage a NEA AR, Vortex SPARC, 6 magazines and 500 rounds of ammo for around that price range.
It depends what you intend to use it for. My SR kit is a rack grade STAG ARMS Model 4 20" 1:7 gov't profile barrel with Wylde chamber. Runs great with American Defence Manufacturing Co. 30mm offset mount and falcon optic. I love it and at $1400 it's pretty much all I need. Beware the black rifle curse of needing to upgrade and replace everything bro.
I'm keeping things as 'Rack Grade' as I can. In the end it's the shooter that wins medals not the rifle - however I like service rifle shooting. That might not be your can of worms.

When I got my lic 2 years ago, it was suggested I get a Rem 700. Best choice I made IMO. Price was right, under $1000. I put a HiLux 4x16 scope on it, $450.
Intend to upgrade it this year with a muzzle brake and a Tac21 frame.
You could try to get your name in on a pre order for the SU-16. They are supposedly coming in the next little while.
Other than that, you could try looking into the CSA 5.56 VZ-58 rifles (more of a "red" rifle), Mini-14, a used AR-180B (if you can find one), or as mentioned earlier, there are quite a few options in the AR-15 platform, since you said restricted isn't that big of a deal.
Hold off for a little while longer as Kel-Tec's SU16 are going to be release non-restricted and will accept AR mag's, be around $700-$900 & also come with fixed/folding or colapsible stocks. Great entry non-restricted semi-auto rifle. As for 308 China's version of the M14 can't go wrong. Now since you stated no preferance I would go with a Norinco AR-15 or wait a little bit for the NEA AR15. Then blow the other $1200 to $800 on ammo, mag's and other accessories.
If I was in your shoes, I'd follow riflechair's advice; get a great Stag AR-15 from Arms East, stock. Get out shooting with other guys who shoot them, and then start adding whatever bits you want.
You can't go wrong with an AR platform; you can use it in most rifle disciplines except extreme long range precision shooting (that Rem700 mentioned would be good for that). You can retool it to have whatever sort of fun you want to have.
Riflechair is right if you are looking for your first black rifle a 20" Stag with the 1/7 government profile barrel is at the top of the list. They are very good value, accurate and reliable.
There are lots of high dollar super billet custom rifles on the market and I love beating them with a box stock Stag.
