New Mosin, and floor plate will not close unaided.

Heya,

I just picked up my first Mosin 91/30 1938. Seems to be in good shape over all, even has matching bolt barrel and possibly trigger guard serial numbers. I have not done much with it yet as it is in "hiding" until I get permission to buy it. I have it a quick cleaning to preserve it since its been handled at the store. Only issue I have with it so far is that the floor plate will not close when the rifle is empty... the latch spring seems to be very strong and the knurled part sits too far forward for it to spring back on closing.

is there a proper way to adjust it? Shims or do I just bend the spring latch?

The magazine catch is one of the weak points of the Mosin Nagant system. One of my rifles has this, my solution was to put the tip of a flat head screwdriver through the hole in the magazine when closing it (pulling out the latch so it is the proper location) so the latch actually able to catch.
 
Dear comrade, the motherland graciously supplied a multi-tool with my boat anchor, Er rifle. I will attempt adjustment with the maintenance equipment supplied lol.

On another note. 2,3 notches are for checking the firing pin. The 4th notch is for unscrewing the firing pin, what's the first notch for? Adjusting the floor plate latch?

Mainly to give you clearance over the rim of the bolt face when you check the .075" minimum FP protrusion - the .095" notch gives the clearance on the opposite side. Similarly, the .075" notch provides one of the clearance notches for the .095" maximum protrusion while the the FP adjustment notch (also used for tightening/loosening the cleaning jag on the cleaning rod) gives the other clearance. Hence, the specific even spacing of the four notches.
