There is a guy on the EE selling .30 cal tracer projectiles, I think I also saw someone with 5.56 tracer rounds IIRC Correctly, tracers were never illegal. Explosive/incendiary, yes, tracers, no.

Most (if not all) ranges will not allow them to be discharged though

This is for storage, not during use, the way I see it. You have to fill them up at some point; do it when you start and you should be legal. True, you can't pull them out and instantly start using them, but is that really a concern?
