Ruger have a new 10/22 Takedown - Threaded Barrel with Flash Suppressor $440 CAD
cat.# 10/22-TDT 11112

Barrel Length is 16.62"... so I am guessing it's restricted?
(Overall Length: 36.75" Twist: 1:16" RH)

No. Factory barrel & overall length makes it Non-Res.

You're probably thinking of the 18 1/2" barrel length rule for semi auto centrefire rifles. The rule doesn't apply to factory rimfire barrels that are under 18 1/2". Good to go as non-restricted.

I like it, but I like the Threaded feature more
