new rules on shipping black powder?

I was in a gun store on Sunday and they were telling me that the rules have changed on shipping black powder again. I was told it's going to become very difficult to even get it in anymore. I just assume this is just another rumor with not a lot of fact behind it. so my question is, is that true as I shoot a lot of flint lock and need real black powder. Thanks

There have been a number of changes to the Explosives Act which covers BP, there is a thread on it in CGN somewhere. I think they have lowered the amount you can store in a location or move without a special license. BP has been the terrorist weapon of choice in a few Canadian terror investigations.
 
Myself I ensure to have enough funds set aside at the periodic Western Canadian gun shows. I locate Becky from Hill Folk beforehand to make sure they are in attendance and never leave without some Goex, caps/flint, etc.

Just one option only that works just fine for me.

I just priced out black powder substitutes(on line at Cabelas and wholesale) to use in my percussion muzzleloaders (so I could save the real black for my flinchlocks). Holly Molly its gone up in price.

was swapping emails with a kindly gent down in the Georgia area, he was saying they buy BP for 16.00 / lb US (obviously) and that Accurate 5744 is very hard to get there, to the point a group of them will call around to stores in surrounding states and make a road trip if and when it is located.
 
Geez... In ns we always made a massive group order for our reenactment group what's to much powder? Not up on the regs we used to buy 30lbs at a time. Same order every year didn't matter if we had 5 active members or 20 always the same amount ..

I buy all of mine at the rondevous . Dont even bother with trying to find it in a store anymore. When I stock up I buy 25lbs at a time and it lasts me for about a year or so of shooting. The regular commercial guys at the store charge up to 35 bucks a lb for a tin of Goex. I get mine for about 22 bucks a pound or so. Store it within specks in the garage which is about 100 meters from the house double and tripple locked in a wooden box. Could not find a brass pad lock anywhere in canada to comply with the explosives act.

None of that is required by the act

Unlicensed user

298. A user who does not hold a licence must store their propellant powder, percussion caps and black powder cartouches in a dwelling or a Footnote *storage unit and ensure that the requirements of sections 299 to 304 are met.

Note: Subsection 279(2) provides that users must store small arms cartridges in accordance with sections 280 and 281.

304. (1) When propellant powder, percussion caps or black power cartouches are stored in a dwelling, they must be stored away from flammable substances and sources of ignition. People not authorized by the user must not be given unlimited access to the propellant powder, percussion caps or black powder cartouches.

299. (1) Percussion caps must be stored in their original packaging.

Note: These Regulations do not limit the number of percussion caps that may be stored in their original packaging in a dwelling or a Footnote *storage unit.

Smokeless powder

(2) Smokeless powder must be stored in its original container or in small arms cartridges.

Black powder

(3) Black powder must be stored in its original container, in small arms cartridges or in black powder cartouches.
