new scope, Maxed out adjustment

on the weekend i got my Local Cabelas to install a new vortex viper scope for me, i purchased new rings due to it being 30mm but kept the same base, he told when he bored sited that he almost maxed out the adjustments. well, i sighted it in yesterday and managed to get it sighted in but my windage is maxed out and elevation is 3 clicks from max. im wondering if changing the base would make a difference and let me use the turrets if i need, or should i take the rings back and get different ones? needing some help.

scope was installed on weaver one piece base, with vortex tactical high rings. rifle is a remington 7600 in 270 cal
 
Try remounting it with two piece bases or turn the rings around. Did you have issues with maxing the previous scope that was on the gun?
 
thanks! i did not have a problem with the other scope, also will likely pick up a two piece set this weekend, just figured i would ask before i spend some money
 
Well - You didn't have a problem with the old scope and old rings. Now you have a problem with the new scope and new rings. And you think changing the base(s) is going to solve your problem?
 
Check your ring cap gap.
Either side should be the same gap.
Some tend to cinch down one side tight then tighten t'uther side.
Nawt a gooder thing to do.
