Technically the MCX should be submitted as a non-restricted because the lower receiver is the firearm.
What is an AR? It is a lower receiver with 2 push pins and a retained buffer tube. This lower doesn't allow the installation of a buffer tube so it is not an AR. Otherwise, any lower with 2 push pins will be classified an AR.
