New Tikka CTR - R&R Picatinny Rail Before Mounting Scope Rings?

What's your process when getting a new rifle ready to shoot? Is it safe to assume the picatinny rail is attached properly from the factory or should I remove and replace it before mounting scope rings? What else do you do to a new rifle before taking a shot?
 
On most rifles I'd take off and redo, on a CTR I left it because most have issues getting the rail off if they want to. Have two CTR's since a few years and never an issue even with heavy scopes mounts.

Mount rings and go... DO NOT try to tighten the last screw on the rail forward to muzzle... that is for a mirage band.
Thanks. I was wondering about the tall screw on the front of the rail a couple of days ago but before I messed with it I came across a thread where the guy bent the rail in an impressive way.

I took my rail off when i got the rifle... wtf is this... then I remembered a Grunig and Eimer I once shot... similar setup. DNFW fastener...
