New to annealing brass

I have a bunch of 1F 7.62x54r brass that I was given. Some of the necks are showing splitting (5 out of 100). I was thinking that I would anneal the brass again. It is Sellier and Bellot brass. When should you do the annealing? Before or after resizing? I have seen the youtube videos using the drill and bucket of cold water. How long do you usually heat them up for? Any suggestions for this noob would be appreciated.

If you do it before they would be softer. easier to re-size and less likely to split.

Do you know how many times the brass has been shot and re-sized?

As far as I was told it was once fired, but I have heard that S&B is loaded quite hot. I believe it was 180 gr bullets.

Get a pan of water and fill it up to just below the neck of a standing case. Use a propane torch(Cnd Tire..$15) and heat the necks up until they change color then either tip them over or just let them cool on their own. The pan of water prevents the rest of the case from heating up. Try to heat them up evenly.

For this method you'll have to have them de-primed or else they will float.
