If you are willing to wait, some good deal can be had on ebay.com (the american site). Go to the american site as there are far more handloading items for sale, an older redding scale can be had for around $20. IMO older equipment can be better (it's better made, less plastic), but sometimes not as spiffy looking. Most of my reloading stuff is 50 years old and will outlast me and my son. I've never tried a LEE press, lots of people have them and they work fine, I'm not terribly impressed with their dies, although they do have some cool factory crimp dies for rifle cartridges. Spend the $ on good dies (redding, RCBS, Lyman), you will never regret it.
One thing I've not seen mentioned here is reloading manuals. Get a couple of them and read them, very important. Hodgden and IMR data is on the web, so no need to get them. Bullet manufacturers also publish load data specific for their projectiles, so you could check out their data/books. You will need a couple of data sources and always compare load data, sometimes they do not match and you have to consult a third to figure out which is the safest to go with.
There is an gun/junk show at the Thorncliff community center On Jan 15th. You could check it out as there are always tables with guys selling used reloading stuff at a significant discount (especially dies), just know the new price (I usually take a wholesale catalogue with me) and go from there.
