The chinese on the picture basic say it is Type 56 (SKS) modified by Norinco and look like TAR-21.

No. It wouldn't. If the standard barrelled rifle receiver fits into it like any other stock, it is a bullpup stock. Bullpup stocks are prohibited.

It isn't that it comes from the factory like that, its that it converts the original design into a bullpup configuration.

I've seen this before. In the USA SG Works makes a bullpup stock system for the SKS. There are a few reviews on YouTube. Not my cup o' tea.
