Newbie Q. Dedicated .223 vs NATO barrel lengths

Is it just a function of the current ban, or something to do with the chamber, that the .223/NATO rifles seem to show up with shorter barrels than the dedicated .223 rifles?
I'm looking at a .223 with 26" barrel, but seem to only find ~18" NATO when looking at rifles that would give me the option to use either.

I stumbled on this Savage FV on sale for a large discount.
It seems to have good reviews for accuracy so I though it might be a nice option lighter recoil practice rifle for 200m+ at my range.
I found it while looking for a Savage .22, since the rimfires (at least) are made in Canada (according to an email from Savage), and I thought it'd be nice to buy Canadian for a lighter recoil than my .308 at the range...

Right, makes sense. I thought you were trying to buy a 26" barreled AR15 or something crazy.

Barrels on AR15s (and similar) are designed around portability AND ballistics. That's why the M16 variants have gone from 20" barrels down to 14.5" or less. It's harder to maneuver a longer barrel. For target shooting, that's less of an issue.
