Do NOT depend on what you learn here. Find a lawyer who knows his stuff. Start thinking with the head that wears hats.
You can pretty much bet that a charge of obstructing a peace officer is not just going to disappear. Your lawyer should be trying to win that charge, not worry about firearm laws.
I'm a bit confused. Is this charge new or old? Did it get dropped? If it's still pending, it's likely going to hold up your application. Kobs said it; Be truthful and talk to them on the phone. You can talk to a firearms lawyer (there's a few really good ones that may do consultations for a fee) and see if you can do both at the same time but for now I'd say take care of the charges pending.
I know of people who have had drug possession convictions get approved for PALs after a couple phone conversations. Humans will screw up, it's not like you're running for prime minister here.

I've seen worse cases where peoples had their license any ways. Having a rough brush with the authorities is not that uncommon, they can show up at the worst times![]()
Like you said it didn't go to court charges were probably dropped. I don't see a problem so just fill your app. and send it in you'll get a call
It hasn't gone to court yet. It's in limbo, not dropped. Court date probably wont be set until 2015 if Crown Counsel doesn't stay.
