No 1 Mk 111 target sight

Yesterday I saw a very nice No 1 Mk111 1943 Ishy sporter. Barrel and action reblued and the rear stock was a monte carlo with cheekpiece. The rifle was redone in England and it had a target rear sight.
The base is similiar to a PH 5B and the windarm looked like a 5A but it was mounted on the bolt side of the rifle and the stock had been inletted for the side base to fit. Both the base and windarm are stamped X 28 and the base has a small stamp which looked like a person standing inside a circle with what looks like a kiwi bird outside the circle at the 3 o clock position.The sight functions the same as a Parker Hale but is a mirror image.
Any idea whom made this sight and or its value.? The owner wants 200.00 for the rifle but it is the sight that interests me.
