No bear in wmu 78?

I was looking at the regs and wmu 78 is not listed for bear hunting. I'm just curious as to why that is because I know there are bears in 78a. Wmu 73 and 76 both touch 78a and they have seasons.

My guess is.....just not enough bears there to justify (political nightmare they would rather not address) an open bear season so close to Toronto.... but just a guess.
