No4 Mk2 Question!

Hey all,

What does this waxy paper number 3 mean on the top of the barrel here, if anything? It's a Fazakerley No4 Mk2, PF 54 prefix, serial 316###. Couldn't find anything on the interwebs about it.

Shim to tighten up handguard. "3" doesn't mean anything!

Really not sure BUT can I venture a guess on this? Does this model have the interchangeable bolt heads for headspace? If so could it be this requires a #3 head? Just a wild wild guess.
