There is an important distinction between semi-auto shotguns and pump/bolt/singleshot/multibarrel shotguns.
For a non-restricted semi-auto the barrel must be over 18.5" and the overall length over 26".
For a pump (and everything else not semi-auto) shotgun the overall length must be over 26". Any size factory barrel is ok as long as the overall length is legal. There are plenty of non-restricted pump shotguns with 14 or 12.5" barrels.
Important: You cannot cut a long barrel to less than 18". All short barrels must be factory made.

thats not what i said is it. I didnt ask if i could cut one down, i asked if i could make one. as in from scratch.
