Without getting into reloading, what's the least expensive non tox shells, safe to use in old sxs, for occasional waterfowl use?

Unfortunately they're all terribly expensive, Kent tungsten matrix works fantastically but costs $42 for a box of 10 these days, hevishot classic doubles is less impressive but over the decoys works and gets the old guns out in the field again, fiochi tundra is new to the market and I haven't found any here in New Brunswick but its supposed to be one of the cheaper lead like alternatives.
I hope I can get my hands on some soon and that it performs at all like bismuth did cause my supply of ammo to feed my old model 12 for ducks is getting dangerously low, like down to the last 3 boxes.

This is all assuming its a 2 3/4" chambered double in good condition and proofed for 1 1/8oz or better smokeless loads and not black powder.
 
Loading Bismuth or Nice Shot yourself gets the price down to about $2 per shot, but supplies of shot is unreliable and yup, it is still not cheap. I did find a Gun Show deal on some Kent Tungsten Matrix at $20 per 10 rounds, but that kind of deal is scarce too.
