Noob pal question

So, if I successfully passed the firearm and restricted firearm course/test, and is waiting (sooo waiting) for my PAL, can I still register to a range, rent firearms and buy ammunition (that I would fire all)? Or I need a PAL to use and buy ammunition (Even if I don't bring it back home)?

I know you can still pay for a membership and fire a gun of someone elses if they are present. I also know that you can purchase firearms and most dealers will simply hold on to them until your license comes in.

Yes, you can buy firearms, the dealer will simply keep it until you have your PAL/RPAL #, then they will ship it to you.
You can buy ammo at a range to use their guns, you just have to make sure that you don't keep ammo with you on your way home, since you don't have a PAL yet.
