I am planning to purchase a norc cqb m4 as my first ar15 platform black rifle. I would to know if it has any issues accepting parts from other manufacturers as I plan on customizing the crap out of this rifle once I get more coin.

slightly different. Handguards are very tight and may take a bit of filing and trigger group is slightly different, i think due to it being ambidextrous, i'm sure someone who has actually done it can chime in with better info

There are a few parts that are not identical in measurements. I've heard the foreguards are not exactly standard, and I can say first-hand that my second generation M4gery will not accept a replacement safety - very different machined shape). If the firearm accepts a third-party trigger group, then the standard safety would probably work with that group.

I may be wrong, but by second generation, I mean the first M4 clones with brushed-on paint. (whereas the 1st gen was the full-sized rifle with horrible handguards, and the third gen M4 has the white lettering).

Would you pay extra 100 for a quad rail system and a foregrip?

Depends on if you want want one and how much you want to spend. Is the rail Free Float? Any quad rails, free float or now can be high cost. Not sure if they are worth it. Really depends on the shooter. Do you want to hang a bunch of stuff on the forend?

I grip the mag well, so a foregrip has no value. I may add a FF tube later if I can show an accuracy increase by doing so, but it will be smooth and round when I do. I'm slow, I don't need a bunch of wizard stuff up front to confuse me.

My thought would be to by the standard Norc and look at getting the forend you want rather than the one the dealer picked.

The ar-15 platform is very front heavy, I personally run my foregrip as far forward as it will go (within reson).....that being said everyone is different. I would recomend getting no rail, try it and see if you need it.

I bought an norc M4 and will be putting a quad rail and magpul stuff on it. I'll tag myself here and let you know if anyhting doesnt fit once i get it all in.

Remember that the tube is commercial spec.

I bought a Norc M4 w/ quad rail and foregrip from frontier. The quad rail is actually of pretty good quality cosidering the price. It also fit a magpul grip, trigger guard and CTR stock just fine. The DPMS charging handle and Dlask flash hider also went on with no issue.
