Norinco .223 in XCR

Anyone else try using the Norinco surplus in their XCR? My XCR routinely gets 2-4cm groupings at 100yards with every type of .223 55gr. For some reason the Norinco surplus is all over the map. Anyone have a similar experience or know why this may be? The Norinco shoots fine in my AR...
 
I have found the norc ammo to take a 1moa gun and turn it into 4 MOA. I did have the XCR out yesterday and managed some decent groups with the Norc ammo, but lots of flyers.
 
It's definitely not as accurate as others, but in my XCR I can still manage 2moa. I have never had key holing problem. I just bought the ammo for the brass then I am going to reload it.
 
Apparently the norc projectiles are undersized resulting in a degradation in accuracy and key holing
I've mic'd a few pulled bullets and they all measured .224

I thought about pulling the bullet and using a 52gr match bullet and evening the powder weights. I am getting 3ish moa in my xcr with red dot.
 
I hear they are not crimped and often push bullets back into the casemouth causing FTF malfunctions. Someone should run a bunch of them through a Lee FCD and see what happens. Failing that you can always mexican match like ActiveShooter said.
