It is a zero shot even with a magazine, given that one cannot be taken to a range and fired.
A WTB ad in the EE might turn up a magazine, though. You will have to apply for access to the EE.

Plenty of Norinco AKs. And depending on who he is and what permits he may or may not have, he might be in a position to use it.
