Norinco HP9-1 Can I use the Magpul 870 parts on this?

Yes as long as yours a 14" barrel because I remember looking at a 18.5" HP9 the barrel has a different mounting point than the 870 and their 14" model but everything else will fit.
 
The forend tube on the HP9 is slightly oversized compared to the 870 so a forend will likely need to be sanded inside in order for it to fit. I did manage to jam a speedfeed forend on mine without sanding but it took a few of us to do it and I doubt that I could ever get it off again.

Lots experience the same thing as Leg (tight fit of fore-end due to oversized tube). Some manufacturers are more generous in interior diameter than others. The other option is to sand fit the fore-end. This is as easy as wrapping sandpaper around a broom handle/dowel.

Not sure about the Magpul fore-end but some manufacturers also require barrel to fore-end fitting IOT allow the fore-end to fully slide back.
