I'm gonna say that the norc is the better bet. Keep in mind that in the US RRA ARs are generally considered lower end rifles. But down there you can buy a colt for less then that RRA is here. So is the RRA better then the rinco? Maybe but heck you'll still dump a bunch of money into it anyhow, at least with the rinco you can build exactly what you want and still be around the price of the RRA.
Or if you don't really care about the accessories then you've got enough $ left over for about 2k rounds of ammo which is pretty awesome too.
People slag the Chinese stuff but truly neglect to acknowledge the fact that their industry is quite well developed. No they don't really care about things like exterior finish but they do care about things like function. Norinco typically uses a quite strict proofing procedure for all their guns.

-YHM rifle length Diamond floating handguard (I'd probably get the lighter version next time but still works for me)

So for about the same price as you would pay for the RRA I built an AR almost exactly how I want it. If I had the RRA I'd probably be putting all that money into it too as so I'd be in for well over $2k. In fact add to it ambi safety and mag release as I'm a lefty. Either way thats more money for ammo, which should be the most important part of the equation.
