Norinco shotgun shells

Has norinco ever made shells? If not, has a canadian importer thought about working with them to start with them to create such a thing? I love my budget crates of 556. I'm sure crates of burget 00 buck and slugs would sell well on the market. Anyones thoughts?

the 556 was made 20 years ago, thus the low price. New 223 is about the same price as federal.

China does make shells, at about the same price as other places
