Norinco T97 extractor issue?

Posted on the T97 sticky, but didn't get any replies so far:

How much tension is there supposed to be on the extractor? The bolt will not go into battery at all because the extractor is preventing the rounds from seating immediately against the bolt. I inspected the bolt, cleaned and oiled the extractor springs and it still doesn't seem to help, it seems like something is stuck inside and will only move ever so slightly under a lot of pressure. Mind you this is a new rifle and I haven't fired it yet, just cleaned and tried to cycle some dummy rounds through it. Is the extractor supposed to engage if you let the bolt down gently as well?
 
Are you letting go the bolt slam home or are you holding it?

Let me give that a try when I get home, I got some LAR-15 mags I was fiddling around with and was letting the bolt return from the point which the round is being stripped from the mag, about half-way, so definitely not "slamming it home" by any means. On other guns, I'm used to the extractor engaging with minimal bolt travel.

As a side note: with the bolt taken out, I tried manually pushing a round against the bolt, and with no amount of force was I able to get it to clip on.
