You are at least 10years to late. I am preety sure that RL22 is the same powder. Other powders in the same neiborhood are; IMR7828, H4831, AA3100, AAMagpro, W-W785, W-W WXR, Ramshot Magnum and others. Your best bet to buy Norma MRP is to be in as many gun shows as possible.
 
Try White Eagle sporting Goods out of Nampa. I believe the guys name is Kevin Meinema.
I bought some new Norma MPR from him last spring

can you tell me more about White Eagle sporting Goods , I don't get any result when I google it. and where is Nampa? is it in Alberta?

Dave Friesen at bcredneck.com usually has it in stock.
And no, Norma MRP and RL 22 are not the same powder.
I use MRP in many applications.

Even though R22 and MRP are not the same, my T-3 Varmint in 6.5x55, as well as two other T-3s in 6.5x55 that are owned by friends, are easily averaging sub 1/2 moa for five shots, with R-22.
