Is their a such thing as a NR lower that you can replace an AR lower with? I know theirs the Maccabee but they're all sold out. Any other options other than buying a whole rifle?
 
Any option will involve buying an upper and lower. ATRS Modern Sporter is another one. I think Troy and BCL will or are releasing non restricted 5.56mm platforms as well.

Thats what I heard too. Years back when they had the DA50 coming in(A norinco 50bmg bolt action upper which has a lower using the AR15 pattern front and back hinge) was deemed an AR15 variant.

ATRS made a unique lower, and did some non-reversible modifications to the DA50 upper to get around this.

So in short, anything that you can fit AR15 receiver with, is going to be deemed an AR15 variant.
