BTW, before #####ing at Numrich, all I can say is we are lucky they will still deal with us at all.

I contacted the U.S. Government and this is their reply.

Good morning Steppinwolf,

AES is the Automated Export System that was developed by various government agencies, including Customs and Border Patrol and the US Census. It registers all exports made in the US valued over $2,500 or requiring an export license. There is a special exemption for Canada, however, which specifies that those goods that originate in the US with their final destination being Canada are exempt from filing procedures only if:

No license is required
Is not subject to the International Trade and Arms Regulations (ITAR)
Is not classified as rough diamonds under 6 digit HS subheadings 7102.10, 7102.21, 7101.31 they do not require an export license (ITAR).

If the products you are buying across the US Border are not subject to any of these, the US Manufacturer does not have to file through AES. I suggest you request more information from this company as to why they are charging you the fee if they are not required to file.

So I guess gun parts must fall under the International Trade and Arms Regulations (ITAR). I will have to do more research. At first glance it seems that ITAR covers weapon systems and space technology, like the Joint Strike Fighter.
