What do you guys do when your reloading data shows the maximum overall length is the same as the minimum overall length in your reloading data?

From the LEE reloading data that came with the dies
WSF powder
Min Charge: 5.6grains
Max Charge: 6.2grains
Max OAL: 1.135"
Min OAL: 1.135"
I have tried a few test loads with no primer and powder and can hit a consitant 1.133" which I would think safer than going over the 1.135" and risk the bullet hitting the lands. Thoughts?
