Just caught an FNC news item stating that one of the sneaky things Barry did in the dying moments of his administration was to issue a presidential decree banning all lead ammunition on US wildlife preserves that are open to hunting. The news reader said that "the fear was that bullets will enter the water and then birds will drink the water and get lead poisoning." Well, since lead shot is of course already banned for use on waterfowl, it does seem to be a purely harassing move, doesn't it? The report went on to say that hunters are asking Trump to reverse the decree, so this might be an early test of the NYC guy's attitudes and future policies where firearms are concerned.

In the waning hours of the Obama administration, the head of the U.S. Fish and Wildlife Service set in motion a plan to prohibit lead ammunition and fishing tackle from national wildlife refuges by 2022.

The Jan. 19 order, intended to protect birds from lead poisoning, presents the Trump Administration with an early opportunity to weigh in on gun policy. Gun-rights supporters have condemned the plan as a nakedly political act unsupported by science.

The National Rifle Association endorsed Donald Trump earlier than any other nominee in its history and spent more than $26 million on ads promoting him in the 2016 race.

Chris W. Cox, executive director of the NRA’s Institute for Legislative Action, called on the Senate to quickly confirm Rep. Ryan Zinke as secretary of the interior, so he can “reverse this government overreach.”

The Interior Department is the parent agency of U.S. Fish and Wildlife Services.

“It is more important than ever that we have a secretary of the interior who respects the Second Amendment and will stand up for our rights,” Mr. Cox said in a statement​this week.​

Are we allowed to shoot firearms on Canadian Federal Lands ie: National Parks?
We can not shoot lead at Migratory Birds either...since at least 1991 ish.

Yeah, Canada is more messed up, we already knew that. I posted the OP because I believe it's good to know what the gun and hunting banners are up to, in this case they're going after lead as many have predicted.
 
In some circles, Order No. 219 is suspected of being an act of partisan positioning, if not presidential legacy building. In 2014, President Obama signed into law a provision that prohibited the use of federal funds in regulating lead fishing tackle and ammunition. More than 100 environmental groups joined in a lawsuit attempting to force the federal Environmental Protection Agency to regulate spent lead bullets and shot under the Toxic Substances Control Act. The EPA rejected the petition, arguing that it didn’t have the authority to regulate gun cartridges and shells. A federal appeals court confirmed a lower court’s ruling in favor of the EPA.

Even the order’s wording sends conflicting messages. It goes into effect immediately, it states, but gives Fish and Wildlife until January 2022 to enforce the ban. A caveat permits alternate interpretations of the order “as needed for law enforcement or health and safety concerns, as provided for in policy.”

“It remains in effect until we incorporate it into the Fish and Wildlife Service Manual, or until we amend, supersede or revoke it, whichever comes first,” said Ashe in the order. “If we do not amend, supersede or revoke it, the provisions of this order will terminate on July 31, 2018.”

Order No. 219 might be moot long before that. The day after it was issued a White House memorandum instructed departments and agencies to put a “freeze” on all new regulations, pending review.

If the order stands, reversing it would force the incoming administration and congressional Republicans to explain to voters why they’re increasing the amount of lead being eaten by wildlife. Hunters, anglers and environmentalists can decide whether bullets and sinkers are a serious threat, or the ammunition used in a president’s parting shot.

Scott Gudes, vice president of Government Affairs for the American Sportfishing Association (ASA), the trade association that represents the recreational fishing industry, issued a statement of behalf of the industry.

“The sportfishing industry views this unilateral policy to ban lead fishing tackle, which was developed without any input from the industry, other angling organizations and state fish and wildlife agencies, as a complete disregard for the economic and social impact it will have on anglers and the recreational fishing industry,” said Gudes.

Gudes further said, “In the limited instances where lead fishing tackle is demonstrated to harm local wildlife populations, the sportfishing industry supports actions to minimize or eliminate these impacts. However, unnecessary and sweeping bans such as this Director’s Order will do nothing to benefit wildlife populations and instead will penalize the nation’s 46 million anglers and hurt recreational fishing-dependent jobs.”

Gudes concluded, “A sound, science-driven and durable policy could’ve been crafted with input from industry and the broader recreational fishing community. We are hopeful that new leadership at the U.S. Fish and Wildlife Service will repeal this Director’s Order and develop public policy in a way that is open, inclusive and based on science.”
