Off-centre scope

This is probably not uncommon, but it's new to me and having looked through the site, I'm still unsure of where to go.

I bought a Savage 99 a while back. I replaced the scope and rings and am getting good enough groups for a hunting rifle, but I cannot dial the groups in any closer than 6" high and 6" left. Neither bases nor rings are adjusting and I'd rather not have to replace them if I don't have to. I there something I can do to shift the POI low and right? I thought of shims, but what to use and would there be problems?

Advice would be appreciated. Thanks
 
Take it to a gunsmith with the scope settings left as they are now... and tell him it is shooting 6 inches high and 6 inches left.

Your rear base needs to be lower and moved to the right or your front base raised and moved to the left. Gunsmiths solve problems like this all the time.
 
Burris signature zee rings with inserts will fix that problem.It comes with offset plastic inserts with zero correction and other inserts that allow you to adjust the point of impact up to 10 inchs at 100 yards by just using inserts in one set of rings. You can run offset inserts in both front and rear rings if you want to gain elevation or correct windage left and right. Mystic Precision on here sells them.

Or only shoot animals that are running right to left and uphill.
