My guess is 7.62x39mm or 7.92 produced without a headstamp for any number of reasons.

There was lots of x39 like this floating around in the US market a year or 2 ago, with various opinions on origin.

303 British blank. Berdan primed, blank doesn't have a really tight crimp on those and you can usually see abit of white when you look into the crimp as it isn't very tight.
