OK, so what is this reloading step?

The kid puts the near complete round in the holder and appears to hit it with a hammer. Is this a crimping process?

There is no crimping with the Lee set.

All of the Lee Loader pistol dies crimp. The opposite end of the die from sizing is used to crimp. The cartridge inerted bullet down, and the shell holder is placed over the base of the cartridge and is then tapped with a hammer to form the crimp.
 
I found a set of instructions, and with the original set (the hammer is the press) you CAN crimp by turning over the body and driving (gently) the shell into the die body.
