I can't address directly the OP's question as i do not live near Lumby.
Here in the lower mainland i go to a remote road east of Mission..Sylvester road (AKA Little Beirut). IMO where the problem arises is when people are lazy, shooting too close to peoples property, without proper backstops, and leave behind litter.
Sylvester road previously had one place people shot. Now, i believe in a effort to discourage people to shoot there, the road has been allowed to become very poor. The result is that instead of one area carpeted by shotgun hulls, brass, targets, shattered clays....it is in every side road, wide place, gravel pit. Adults acting like children.
If it is in some remote area, with a good backstop, and one was to make a effort to take litter away ...it is unlikely anyone will complain or even know. Should someone stop by while you are shooting a little politeness, pal, and a valid hunting license should be all one needs.
