Pictures would be an immense help to the rabid gunnutz on this site.
Sounds like an interesting gun.

Thaks for the help. It looks like they put a clear or varnish on the wood and did the whole gun lol. Everything looks not that bad underneath and in working order. I want to try and restore it pretty much stuck at home with nothing to do im a steel fabricator by trade specialize in stainless welding and buffing i think it would be a nice learning project

Stay away from the buffing wheel! All you need to do is removed the varnish from the steel and wood. After a light buffing with 0000 steel to remove active rust, make yourself a scrapper from an empty cartridge for the deeper pitting. The idea is to preserve the nice patina on the metal.

Next step is linseed oil for the stock and oil for the metal. Anything more will destroy the collectors value of rifle by a minimum of 50%.

It is in the grey area at Old Guns Net where serial numbers between 1906 and 1948 aren't listed. At least that "narrows" it down to a 42 year span.

You are sure there are 6 digits and not 5?

It would be 1895 to 1915, should be a 24 or 26 inch barrel.
there should be a cal mark on the barrel , right at the front of the frame.
I had a pristine one in 40/82 cal at one time .
If it is 21 1/2, some one has been messing with it , maybe why no caliber marking on barrel?
P.S. collector wise do not start buffing the thing, you could clean the varnish up, use a paint stripper, will not hurt the blue, if there is any left.
If it is already sanded or buffed, than have at it, but no wire wheels, those things have destroyed any collector value in many nice old guns.
