older 22 lr baikal bolt rifle jamming issue

I just picked up an older 22 lr baikal bolt action rifle. The problem I'm having is with so far (3 diff typs of ammo) when I put 3-4 or more rounds in the clip after the first round is shot off and I open the bolt to chamber another the second round and the third round still in the clip jam together causing the tip of the lower round to be shaved a bit. This is my first gun so I don't really know what kind of options for resolving this I might have. I already cleaned the action quite well although I might try a complete tear down. My only guess would be the spring in the clip is just too strong.

EDIT: with just two rounds in the clip I can open the bolt and chamber the first one without any issues.

Thoughts?
 
It came with two mags and both have the same issue. I suppose they could both have issues but it seems unlikely.
 
Try aligning the cartridge rims different ways. I've got some guns where the ammo seems to catch on the rim of the round below. Try making sure the rounds are all to the back of the mag or staggered forward.
