I have been asking around but couldn't really get a straight answer.

why some says that when cleaning the bore with cleaning agent, we must avoid getting the cleaning solution on the action part of the gun.

why is that. what's the problem with when getting cleaning fluid on the action of the gun.

Depends on the cleaning solution, some can be harmful to certain finishes. Also, best to keep most cleaning solutions away from wood.

I had never heard that, but I mostly use WipeOut foam for cleaning bore - I stuff a paper towel in the open action (bolt rifle) to catch any "stuff" that might seep backwards. Might be best to ask whomever is telling you that, for what is the reason? For sure that foam and then the fluid it turns into does dribble back out into rear end of chamber and the bolt lug areas, probably onto the bolt rails for some amount - all just wipes off with nothing negative that I have noticed? I think it actually helps to loosen up the crud and crap that can build up in the bolt lug recess area?

I think if you let it get in the receiver of a bolt action, eventually it will seep through to the wood... I am pretty sure it is the wood they are worried about...

if you only apply it in the bore, the bore is the only place you have to wipe clean...

Op,
Keeping solvents out of the trigger group in a bolt action or gas system is easily accomplished & off wood furniture/stocks for that matter by cleaning said system up-side-down.
bolt actions-up side down
AR's since the gas hole is at 12oclock-right side up.
M1A/Garands since the gas hole is at 6oclock-up side down.

Potashminer,
The foaming bore cleaner(s) are a marketing scam & will leech into the receiver even if cleaned/applied in a vertical configuration.
The same applies for the "boot lace" pull thru bore cleaners.

When I use foam cleaners such as WipeOut I have a tube extension that is pushed into the neck of the chamber and I leave it there as the foam expands down the bore and out the muzzle. I leave it there until I am ready to push a dry patch through. I never have a problem doing it that way... I work on bolt actions.
