I can split a Ruger 10/22 in 4 major parts

At what point ordering online those 4 pieces do i need to gave my PAL # or even give proof that i got one.. the receiver and trigger are the only thing i didn't ordered yet and i can't beleave someone can order a whole 10/22 from parts here and there.
