ontario moose tags thoughts on the changes

Just downloaded the new ontario hunting regs. I see they have added more units for having to apply for calf only tags and not others. i own a camp in unit 41 i am pleased to see the moose tags go from 2 bull tags to 26 and cow tags from 1 to 20 with having to apply for calf as well.what i don't understand is for example unit 50. i am very familiar with this unit i have hunted moose there many times and they took the moose tags from 44 bulls to 10 and cows went down significantly as well but no restrictions on the calf hunt. if the moose numbers have dropped in 50 why still allow the full on hunt of calves. i know several groups that when they don't get an adult tag will go and target calves and they are always successful getting a few every year it seems to me allowing the calf hunt with no change is not going to put the number of adults up perhaps I'm wrong just wondered what people thing of the tag changes with the units they hunt in.

In the late 70’s the MNR sent a couple of moose biologists from Thunder Bay to Sweden to see how things are done over there. Sweden at that time was killin something like a hundred thousand moose a year.
It seems that only about 50% of moose calves make it thru their first winter so they specifically targeted calf moose.
That system by the way worked pretty well for about 30 years
