Ontario residents hunting bear in Quebec... question about legalities...

Hiyas,

A buddy of mine is an Ontario resident and he would like to hunt bear at our club in Quebec, he thinks he needs a "guide" (outfitter) to legally be hunting bear in QC...

Does anyone know the legal issues and how it works?

I'm sorry I don't know the answer but just be careful about what you believe from what you read online. I know that no one would purposely lead you astray, but until you've read it from a government document, I wouldn't bet your hunting rights and reputation on it.

It's worth the time to look into the provincial regs and make sure for yourself.
 
Black bear and american woodcock hunting: non-residents must make use of at least two services of an outfitter, including lodging, unless they are hunting this species in a wildlife sanctuary or a controlled zone (zec). Furthermore, the non-resident who hunts black bear at an outfitter without exclusive rights in zones 13 and 16, must in addition to his regular bear hunting licence, be holder of a special licence issued by this outfitter

This rule sucks.
