The reason is clear, in the south the coyote population is exploding and the predation on livestock is high, so they want the population to be reduced and therefore have no restrictions. In the north there are a lot less coyotes and a lot less livestock, so they put in the regulations to make some money off the Americans who come up here to tag a couple wolves, honestly I see no problem with this. Also, in the north of the province you were not allowed to shoot wolves all year round a few years ago either as small game licenses were not valid between June 1st and Aug 31st, so shooting anything in the summer unless protecting livestock or property was illegal. If you have having a problem with wolves or coyotes in conjunction with your livestock you can shoot them under the livestock protection act. This act also covers deer and any other game but there are different regs for deer, you need to speak with the MNR about them.
