Wher about's in PEI are you from? i heard you boy's have alot of coyote's running around the place since they built the bridge, i havent been to PEI since i was a kid , grew up in NS but have been out west for well ..to long.BL_c2 is a very good powder choice for the rem223. 27gr's should be very safe would start at 25gr's and work up to 27gr's with 28.5gr's for a max charge if you want to go that hot. Use small rifle primer's. Use any caseing that you like just remember to full length size them. Until they are fire form for your rifle then neck size if you want i would seat them at 2.25 coal but not sure of your rifle's throat you may want to play with seating depth's i hope this help's you out. Sorry i'm not in more detail , i have my little guy on my lap trying to push button's. i just seen your ad and thought i would help..Please be safe...remember to start at min and work your load up. Watch for crater's in primer & also little (i call happy face's on your fired casing's) if you see any of these stop and back off your load .5 of a gr or so....take care
I forgot also nosler b-tip like to be seated .02from the o-give to the land's thats where i found there sweet spot, i load 7of my rifle's with nosler & get great result's. Yeah my uncle back home was having a real issue with coyote's so i sent him a 223 , after couple of mounth's hunting them with that they started staying out to 500 to 600 yards just out of reach so i built him a 270wsm on a rem 700 action i had. Sure gave those dog;s a real surprise when he started wacking them, i mounted a ziess 1000 yard ballistic rectile then developed a load to match, so the old boy is pretty happy with that.
