Ordering ruger 77/17 barrel from US. (how to without a license to order barrels)

I bought a new ruger 77/17 and she won't group worth beans even at 50 yards so I'm looking for help on how to get a new barrel and from or through who. Advice please!? Thanks!
 
Go through a Canadian Dealer, they can get it from a Canadian distributor or bundle it with a larger order. You can't get one without a US Export Permit, which if you want your own individual order, will add $150 to $300 to the cost.


However you might check headspace on the bolt/barrel you have. I will be looking at shimming a bolt of a 77 Hornet to tighten it up.
 
I bought a green mountain barrel from Bits of Pieces in bc on the reccomendation of stubble jumper. It is a fluted sporter contour and shoots OUTSTANDING!! If i remember correctly the bill with shipping and GST was $210
 
I have had at least a dozen 77/22's & 77/17's in both HMR and HM2 and they were all very good shooters.
 
I sleeved a heavier barrel and chambered it in 17 Mach II and fitted it to my 77/22 ... shoots 1/4 inch at 50 yards with Hornady ammo. Possibly you have a bad barrel but I would suggest having it re-crowned.
 
Here are a pair in HM2 that would easily go 1/2 MOA @ 50m with Hornady ammo;
