I don't remember 100% but I don't think they do.

Says right in the description:

“This is a stainless fluted match barrel produced by Black Creek Labs. It is chambered in 5.56 NATO, uses a .750" gas block and has a 1:7 twist. It uses a mid length gas system. The muzzle is threaded (1/2-28) to accept stand 556/223 Rem muzzle devices”

They are IBI blanks, I put one on my MS. Machining is decent and headspaced in spec with my Stag bolt.

Unfortunately UPS dropped off my 6.5 CM barreled action from SFRC the day before this sale was announced

But to answer your question, mine came with a 0 MOA picatinny rail plus a plastic trigger guard and the Action screws. So if you already have the stock you will be good to go.
