Overall length questions

I just picked up a 8.5" shorty. I want to make the overall length shorter to 26.5" or so. Many questions.

Is the overall length measured with the rubber recoil pad included?

Does slip-on recoil pads count in the length or only screw on?

Are folding stocks and adjustable stocks legal for such a short barrel?

I've seen some come with a pistol grip in the box, mine did not. I'm guessing those were not in Canada?

Also - Are folding stocks measured extended or collapsed?

Colapsed. So very few would be legal on a 8.5" gun.
