Why are Pmags pinned so that they barely take 5 rounds and some don't take 5 rounds. Can we re pin them ourselves?

Once you remove the base plate the mag is inoperable and is now just parts...
Not true. The courts have ruled that the body, if not modified to hold only 5 rounds for the firearm it's intended for, is the prohibited device. That's why you can't buy and import unpinned mag bodies.

What's the better solution? Trim the bottom tab on the follower to allow it to travel far enough down to the existing rivet location, or drill a new hole in the body? I bet it would be more precise to trim the follower.
Someone could:
1. Remove rivet temporarily, and be ready to immediately reinstall, once maintenance is complete.
2. Load 5 pieces of empty brass in the mag (for safety)
3. Ensure rifle bolt is closed
3. Insert mag in magazine well
4. Mark the follower with a pen, through the existing rivet hole
5. Remove follower and trim out a slot to the top of the pen mark (plus 1/32" higher to allow for rivet expansion). The slot only needs to be wide enough to clear the expanded shank diameter of the rivet you are about to re-install
6. Re-install rivet immediately
7. Ensure there is absolutely no way to fit 6 rounds in the magazine
8. Enjoy

This will not work if you use an AR, as the hole will be inside the mag well.

The "immediately" step was to add to the above hysteria.
Don't push too hard on the drill, or the rivet could spin. Use a sharp 1/8" bit and let it do the work.
